If you’ve noticed that home appraisal fees are higher than they used to be, you can thank the Dodd-Frank Act. This landmark legislation completely overhauled how properties are valued to protect consumers and the housing market. We are getting better reports but at a higher cost.

The Old Way: Direct Selection & Blurred Lines

Before Dodd-Frank, loan officers and mortgage brokers could directly select and hire the appraiser for a transaction. Because loan officers only got paid if a deal closed, there was an inherent conflict of interest. Appraisers were frequently pressured to “hit the number” required to clear the loan. If an appraiser gave an honest but low valuation, they risked losing future business from that lender.

The New Way: Enter the AMC

To eliminate this pressure, new regulations mandated a strict firewall between lenders and appraisers. Today, lenders must use an Appraisal Management Company (AMC) as an independent intermediary.

The AMC’s role is to:

• Blindly assign the job to a qualified, local appraiser.

• Handle administrative duties like scheduling and tracking.

• Review the final report for quality control before the lender sees it.

Under this system, no one on the lending side is allowed to contact the appraiser to influence their opinion of value.

The Trade-Off: Cost vs. Quality

Like any major shift, the modern system comes with distinct pros and cons for today’s buyers:

• The Disadvantage (Higher Cost): It is considerably more expensive than the old system. Your appraisal fee now covers both the appraiser’s independent labor and the AMC’s management and compliance fees.

• The Advantage (Honesty & Quality): You get a much better, highly accurate report. Because appraisers no longer have to please loan officers to secure future work, you receive a completely honest opinion of market value, protecting you from overpaying for a property.

The Bottom Line: While paying a higher fee at closing isn’t ideal, the modern appraisal system ensures your home’s value is backed by unbiased, unpressured data—giving you true peace of mind.
